Vocational education is vitally important for improving the quality of the whole nation, whereas Vocational cognitive capability is the core content of Vocational education. The training and cultivation of Vocational cognitive capability play a very important role in the development of national economy and the construction of a harmonious society, and has gradually been recognized and valued by the society. Instructional design theories are key and hot areas in the field of educational technology, and have widely been applied in Vocational education abroad. In China, however, they have not been fully exploited.In this research, guided by the communications theories, cognitive psychology theories and modern learning theories, we looked into the vocational cognitive training received by Chinese workers and the application of instructional design theory in China. The comparison between six major instructional design modes gives us inspirations and evidences for the construction of a new mode. Based on that, we attempt to combine J.Van Merrienboer's 4C/ID mode and WalterDick&Carey's ISD mode in our research, devise a systematic instructional design mode that emphasizes both skills and systematism and is suitable for Chinese worker's Vocational cognitive training. The key steps of this mode is also explained and the rationality is tested through practice. Compared with other systematic design mode, ours highlights the adaptability and pertinence of Vocational cognitive training, accuracy of objective analysis, fortifies skill training, knowledge presentation and instructional strategies, so as to narrow down the aspect of the research and improve its flexibility and practicability. Emphasis is laid in the significance of communications theories and information technology in vocational education and mode construction, revealing such a vocational education ideology that combines knowledge transmission and skill training, and stresses the importance of both specific knowledge for specific profession and the cultivation of vocational cognition and vocational ethics.The institutional framework of this paper is as follows:1. The first chapter states the basic connotation of Vocational cognitive skills and the importance of its training in China. It also introduces its latest research output and trend of development in a worldwide scale. Through the analysis of China's Vocational cognitive skill training situation and Vocational education design theories, it raises the main target of this research.2. The second chapter probes into cognitive psychology and communications theories, and clarifies some theoretical concepts on Vocational education systematic instructional design mode, pointing out the significance of information technology in vocational education and mode construction.3. The third chapter introduces six influential ID modes, and by comparing their theoretical grounds, core contents and characteristics and analyzing their respective advantages and weaknesses, scientific inspirations and evidences for the new mode develops. And then, the significance of the popular 4C-ID mode and ISD mode in the construction of Systematic Instructional Design Mode for Vocational Cognitive Skill Training is explained, and the two modes are combined. In the end, it presents the conditions and characteristics of the vocational cognitive skill training systematic instructional design mode.4. The fourth chapter introduces our mode in detail, especially those key steps.5. Based on the above discussion, the fifth chapter analyzes the instructional effects, testifies the rationality of the new mode through case study and instruction implementation, and makes some reflections on the new mode.6. The sixth chapter summaries the whole essay and put forward some thoughts for further research and improvement.
