Colleges and departments which are set up by disciplines and specialties are the essential organizational units, and play an important role in universities. Therefore, promoting the core competence of colleges and departments is one of effective ways to achieve advantage of competition. It is significant to cognize the core competence of colleges and departments, and to construct an evaluating indicator system with pertinence and objectivity.This paper analyzes the correlative theories of the core competence of enterprise and university, and evaluating indicator and assessment methods. According to the design principles of evaluating indicator, this paper constructs the evaluating indicator system of the core competence of the university, and analyzes the foundation of the evaluating indicators. From "comprehensive capabilities" perspective, the author researches the concept and the characteristics of the core competence of colleges and departments, and the relationship between core competence of colleges and departments and the core competence of university.This paper establishes the evaluating indicator system and twi-fuzzy synthetic evaluation model of the core competence of the colleges and departments, including the evaluating indicator system of research college, teaching-research college and teaching college.The evaluating indicator is established through expert interview, questionnaire, and descriptive statistical analysis. The index weights are established by researching the relevance between evaluating indicator and core competence of the colleges and departments, and using analytical hierarchy process and so on. The core competence of the colleges and departments is recognized through adopting four fuzzy comprehensive evaluation methods of calculating and three methods of analyzing evaluation results. Evaluating indicator system and twi-fuzzy synthetic evaluation model are applied in the 6 colleges of Nanjing University of Aeronautics and Astronautics, and their feasibility is verified.This paper compiles procedures of experts marking, experts orderings, ordering index, analytical hierarchy process, Cronbachα, Kender's Harmonious Coefficient and fuzzy synthetic evaluation by MATLAB. The result indicates that the procedures are easy to use and efficient to calculate.
