With the development of multimedia network technology, distance education has entered a new phase based on the network. Online-education has been involved in the higher education, basic education, training institutions and other educational fields. Web-based courses are an important component of network resources. It has been supported by ministry of education. In recent years, many scholars have made some important research on the evaluation of the web-based courses; have formulated a series of measuring table, gauge, evaluating indicator system. Those lay a solid and sound foundation of this research.First, the writer brought the overall evaluation method: indicator system evaluation method. Then, analyzed valuating indicators, weigh-coefficients, and standards. The writer contributed complete web–based courses evaluating indicator, it can be used in the evaluation system. However, the objects of evaluation are to some degree fuzzy and uncertainty. The writer introduced a fuzzy theory and curriculum evaluation features and determined evaluation model based on fuzzy comprehensive evaluation.After determined evaluation methods, the writer studied system's overall design ideas from education information science perspective. Then this system adopted Browser/Server"three layers model", combined database techniques, web and database link with each other techniques. Finally, the writer put forward a project and discusses system's function module.This research will be surely a valuable and significant attempt at the application of fuzzy comprehensive evaluation in web-based course evaluation. It has some directive action for online-course evaluation, web-based course design.
