Quality-oriented Education is a significent policy inChina. A so-called Quality-oriented Education is a cultivationof one's self-possession and moral conduct, making him meetthe requirement of social morality. Quality-oriented Educationis the basic a tendency and purpose in China.Quality-oriented Education should be emphasized inelementary education. This is the key formative stage of theteenagers' konwledge, psychological quality and surviveskills, and this is the requirement of socialist modernizationprogress and one of the aims of the new curriculum reform. Thecontents of Quality-oriented Education is extensive, and themost impotant item is the citizen education. Citizen educationand quality-oriented education do not conflict with eachother. The fullfillment of citizen education shuold be donethrough the means of Quality-oriented Education, and itsessencial and fundamental aim is the cultivation of qualitycitizen. School is the place where the elementary education canbe fullfilled. History, as one of the main course in elementaryeducation, giving a special function in citizan educationbecause of its characteristic. However, in the past, the citizen education did not take much effect in history course Pepole didnot get the clear concept of the connotation and extension ofthe citizen education, and they equaled it to the moralityeducation. From the eighth curriculum reform, the reform inhistory is outstanding, and every measure is showing theimportance of citizen education. But at some aspects, the probeof theory is not sufficient. This article is mainly on theresearch and analysis of middle school students' citizenconsciousness status, explaining the impotance that thehistory course laid on the citizen education, and the key piontis that what kind of countermeasure and method that pepoleshould take to plant the sense of citizenship into students toenhance the pertinency and practicability of the citizeneducation in middle schools.The article is consist of five chapters. The first chapteris the introduction, introducing the background of theresearch, the purpose and the value of the research. The secondchapter is on the citizen education and its development. Thecivil consciousness is a state of cognition and practice of aperson both lawfully and psychologically, and is theunification of the civil cognition, civil emotion, and civilvolition. Through the questionnaire, we can get some information about the status quo of teenagers' civilconsciousness. The third chapter is the specific contents onthe cultivation of teenagers' civil consciousness in thejunior history textbooks, including nation consciousness,democracy consciousness, right consciousness, responsibilityconsciousness, legal system consciousness, environmentprotection consciousness, rural area consciousness. The sixaspects related with each other and run through the wholehistory teaching in middle school history class, and they havea very good effect on enhancing the comprehensive quality inmiddle school students. The fourth chapter is on the approachesand methods of the cultivation of the civil consciousnesscombining with my own practice in history teaching. In theteaching, teacher should penetrate the civil consciousnesswith using the teaching materials, enhance the quality of ourcitizens, In outside classroom activities, teachers shouldcreate a proper citizen surroundings, exerting a subtleinfluence on the students. The specific measures are theestablishment of a healthy school education system, which laythe fundamental basis for the civil consciousness in historyteaching, and more historical practical activities which morestudents can take part in could offer more opportunities for students to form their civil consciousness. We should improvethe level of education in order to ensure the formation of itas well. Present the typical historic figure to students toexert the influence on students. The fifth chapter is thesummary about the significance on the cultivation of the civilconsciousness in the history teaching in middle school, and itis good for the healthy development of teenagers, the socialdemocracy and healthy legal system, andit is good for us toparticipate in the international competition.
