In the appraisal, how to adjust the government's behavior, transfer schools and all the quarters' enthusiasm of society and locate the three's roles has become the question which needs to be solved badly at present. The thesis, introducing the concept of entrusting agent of law, taking it as the starting point and falling point, constructs the educational entrusting evaluation system. The core of this system is because of the limitation of the government and its department which is responsible for the work in the educational evaluation domain. According to the certain way and the procedure, its execution of educational evaluation power is entrusted to the neutral professional education appraisal organization. And then, the universities are appraised by the latter independently, and the latter responsibly proposes the appraisal conclusion. Under this system frame, the neutral professional education appraisal organization based on higher specialized authority and superiority, makes up for the limitation of government's appraisal behavior, hoping to achieve the fairness of the educational evaluation value, the neutralization of the main body, the specialization of the personnel, the standardization of the process, the reliability of the conclusion the optimization of the effect.Constructing the harmonious society, following the logic of the educational development, transferring the function of the government and realizing the fairness of educational evaluation all require to construct the entrusting system of educational evaluation .Moreover, this system may obtain the preliminary support of the related policy and law, the approval of the public, the acceptance of the government and its departments which are responsible for the work, the welcome of universities, and also confonrms to the anticipation of the professional education appraisal organization. Constructing this system requires the government and the departments which are responsible for the work to carry on with the construction centering on the function transformation, requires the educational evaluation organization which wants to become the entrusted side to carry on the transformation and the construction according to the basic attribute and the function of the neutral professional education appraisal organization and requires the universities which are appraised as the essential third side to transform the idea practically and correct the manner. Constructing the educational evaluation system is an item of huge and complex systematical engineering. Constructing the educational entrusting evaluation system, as the forerunner of the motion, we must construct the appraisal entrusting culture, build the good public opinion environment and let the public and various main bodies form the psychology of the approval. As the key to constructing, we must press the government to act actively by the opportunity of the reform. As a basis for the system, we must strengthen the neutral professional education appraisal organization themselves and as the guarantee of the system, we must use the system to impel the reform and consolidate the achievement with the system.
