《The academic degree regulation of the People's Republic of China》which our country current is promulgated in 1981,and carried out on January 1,1981. For more than 20 years development, the high education of our country had a great development. In the meantime, the education circumstance of our country graduate student also had a great change. Some provision in the regulation is not suited for the situation now, especially the provision concerning the educational system of the Master graduate student.According to the provision, the basic length of schooling of the Master's graduate student in our country is 2-3 years, but in fact, 2.5-3 years is common in most schools .In our country, the problem about the educational system reform of the graduate student is put forward by someone as early as the《regulation》is carried out soon. It considers that the length of schooling of the Master graduate student is too long, the educational target not clear, the enrollment system is inflexible and simple, the composition of the student is too simple, there are too many courses, the burden is too heavy, the way of foster is too inflexible and etc. More than 20 years later, currently, the educational system reformation of the graduate student launches in some universities and got certain experience. Such as the Peking university, Tsinghua university, the Renmin university of China, Harbin institute of technology etc. whether these experiences can go through the examination of fulfillment? Whether these can expand to the whole country? As the educational system reform of the graduate student has become the focus of the social focus again. It's related to whether it should be changed? Whether it can be changed? How to change? Where is the resistance of the reforming? Where is the motive of the reforming? etc. Around the problem mentioned, the research frame of this text is established. The breakthrough point of this text is the change of the education cost which caused by the educational system reform of the graduate student .and then with education cost analysis, supply and demand analysis, efficiency analysis. Added to this, the research object is the educational system of the Master graduate student and its reformation. And it makes use of the institutional change theory, delegate-attorney theory, the cost of trade theory of the institutional economics. The target is to realize the difficulty of the reformation of the Master graduate student, the meaning of the reformation and the problem we may meet and the cost we must pay for by economic means.The first part of this text includes the concept of educational system, the meaning of the educational system of graduate student. It also includes the narration of the educational system of graduate student abroad. It includes a summery of the actuality of the educational system of graduate student in our country. And put forward the problems such as whether the educational system of graduate student should be changed? Whether it can be changed? Where is the resistance of the reforming? Where is the motive of the reforming? etc. We do some studies on the problem mentioned.The second to the fourth part of this text is one of the key parts in this text. The breakthrough point of this text is the change of the education cost which caused by the educational system reform of the graduate student. And it includes education cost analysis, supply and demand analysis, efficiency analysis. It mainly makes use of microeconomics methods. The second part is about of the impact to the education cost of the educational system of graduate student. There are four questions: the comparison the education cost before reformation with afterwards; the comparison the education cost if it carried out in one school with in all of schools; whether it will effect the quality of education after the education cost changed; the education cost changed after the reformation and the choice of enrollment scale. The third part includes five parts. It's about education supply analysis, demand analysis, equilibrium analysis and nonequilibrium analysis between education supply and demand, the relation between the choices of education behavior with the labor market. The fourth part is mainly about the influence of the reformation on each aspect: to personal, to the society, to corporation, to school, to employment market and the structure of high education.The fifth part of this research is the most creative part, is also one of the key parts in this text. The research object is the educational system of the Master graduate student and its reformation. And it makes use of the institutional change theory, delegate-attorney theory, the cost of trade theory of the institutional economics. We do some studies on the operational mechanism of the education system reformation of graduate student and related reformation. We put forward some advises about related reformation, consider that the related reformation is just like"trade cost", it will affects the progress and efficiency of the reformation. We make analysis on the reformation decision maker and reformation executant–government and school by delegate-attorney theory of the institutional economics. And we give some advises on the operational mechanism of control and encourage. For the educate equity, we give some advises on the enrollment and helping the poor students which is stimulated by the contrary chooses because of the change of personal education cost. These ideas are abundant in the education economics. This study is good for personal invest of education, is good for enterprise use human resource rationally, is good for the government to do decision on the reformation of the education system of graduate student.
