As one of the most developed countries on higher education, American has achieved greatly, which should be thanks a lot to their advanced higher education mechanism. As the foundation of the postgraduate education, the quality of masters contributes much to the elite education, namely, doctor education. In 30 years after the second world war(1945-1975), American graduate education appeared a prosperity development, at the same time, with the expand graduate education, the United States took great attention to the importance of the quality of graduate education. In order to guarantee the quality of the graduate student education, the federal government, state governments, society and colleges and universities were taking measures actively.
