At present, under the impact of globalization, the world's higher education doesn't only promote positively the international exchanges and cooperation, but also involve considering of how to carry through the nationalization and localization of higher education at the same time. Although the higher education in America is the most developed in the world, in fact it also develops gradually from the consistent references and innovation. In the context of history and reality of globalization, how does American higher education carry through the localization? What are the concepts? What policies have been made accordingly by the government to support the development of higher education's localization? Those issues will be discussed in the thesis. It's expected to provide inspiration and new ideas for the reform of Chinese higher education.The thesis consists of five parts.Introduction: bring forward the issue, elaborate the status quo and the scope of the research; define the related concepts; elaborate the methods and means of the research.Chapter I: The development of localization in American higher education.This chapter states the development process of American higher education's localization. First, probe into the pattern of the University of Cambridge, the though of Franch higher education,the absorption and innovation of the Germanic research universities. Then discuss the mingling of the internationalization and localization after the mature development of postwar American higher education.Chapter II: The ideas of localization in American higher education. This chapter analyzes several concepts of American higher education's localization, which include the concept of running school independently, the concept of imitation and innovation and the concept of serving for localness.Chapter III: The policy of localization in American higher education. inspect the policies implemented by U.S. government for improving higher education's localization. Those policies have contributed to the development of localization of the state university, community colleges and research universities. Finally, analyze the nature of American higher education's internationalization and localization implemented by U.S. government: in the previous half of 20th century, the aim of internationalization of American higher education implemented by U.S. government is to promote the exchanges with other countries, and more is to cope with the pressure of other powerful countries; after World War II, the purpose of American higher education's internationalization is to safeguard the interests of the United States, and the nature is to surpass the Soviet Union and to be the world's hegemon; after the 1980s, the United States has become the most powerful country in the world, and the goal of American higher education's internationalization focuses on ensuring the position of hegemony and peaceful evolution. The final part is the emphasis of this chapter.Chapter IV: The inspiration of China's higher education reform from American higher education.This chapter concludes and states the inspiration for the reform of Chinese higher education from the analysis of American higher education's localization. The inspiration for Chinese higher education's reform as followings: to realize higher education's localization in the process of globalization, internationalization and opening; higher education should go beyond the tradition of national culture and absorb reasonably foreign culture in order to realize innovation; higher education should seek innovation from social practice of localization.
