The research indicates that countryside P.E teachers are not adequate both in number and quality and inappropriate in the terms of age, and titles. The structure of the teacher's educational qualitification is unable to match the development of PE's teaching and research. Their teaching philosophy, professional knowledge and teaching competence is unable to be updated at a normal pace. We have found that PE teacher's sense of Professional Identity is weak. Their workload is too heavy and they are not as well paid as the other subject teachers, thus leading to the human resource loss. The research also shows that the factors that have a negative influence on the quantity of countryside middle school PE teachers in Changchun are the urban orientation, influence from the authorized size of a government body, economy, impetus from reform and traditional concept. What influences the quality of countryside PE teachers in Changchun include problems of mechanism, teachers, students and managerial administrative personnel. In order to solve the problems effectively, we need to adjust own countryside education policy and our current mechanism. We also need to efficiently develop and manage the current PE teacher resources of the countryside.
