Along with the arrival of informationization society and the development of knowledge economy, human resources have been winning a growing strategic status in the economic and the technical development. Science and practice of human resource management have also witnessed profound transformation. Teachers play a key role in the development of any university by constituting the body and the core of university's human resources.This paper first defines the status and role of teacher resource management in the development of universities. Then it conducts a detailed theoretical and empirical convey of the management situations of 13 local universities in Chongqing by means of quanlitive, quantitive and comparative analysis, and concludes the problems and solutions to these problems concerning teacher resource management in these universities, which cover from employment, training, introduction, stability to stimulus, evaluation and sustainable development of teachers. Thus this paper is expected to provide a basis for guiding the practice of teacher resource management of the local universities in Chongqing.This paper also has a case study with Chongqing Technology and Business University (CTBU). Based on the analysis of the present situation of the above local universities, the paper gives a quantive forcast to the title change tendency of the teachers in CTBU in the light of Markov forecast model.
