In the course of the development of compulsory education, it is the emergence of low-performing schools that is the key to affect the balanced development of the compulsory education and causes"choose the school". The long existence of low-performing schools and its not being able to be effectively reformed has led to the serious problems in education and society. The reformation of the low-performing schools has attracted much attention in educational circles and even that of the whole society. The reformation of low-performing schools and"managing every compulsory school and provide good education for every student"has been strongly appealed by students, parents, teachers and the whole society which also has become the urgent matter of the governments at all levels and the educational departments.This essay, based on a vast amount of the documents research, discussed the definition for the low-performing school'concept, the cause of low-performing schools and the present situation of the reformation them. There are various causes of low-performing schools. This essay carries out an analysis from the aspects of the educational system, the national policy, the educational investment, the influence of the market economy, the local disparity, the school management and so on, by means of discussing their causes and combining with the successful models in the reformation of low-performing schools to seek the reformation policy of such schools. With the support of the modern management idea, by introducing the new management model"study-type school"to promote the schools'potency a high quality development path will be paved.This essay argues that the reformation of the low-performing schools, which calls for the joint efforts and positive coordination of governments at all levels and schools, can not possibly be accomplished in one move. In the course of the low-performing schools, a study-type school and core spirit of the school should be built. The reform of inner-school system should be deepened to mobilize the initiative of teachers. The management of teaching should be emphasized and a distinguishing feature should be created.
