In recent years, as the recognition of our country to education, the society attaches more and more importance to the teachers procession construction and promotion of education quality of high school & elementary school. When we survey the high schools or elementary schools, It is a pity that we are hard to find a set of efficient inspiration methods that will promote teachers work dynamic roles and responsibility sense.As the country advocates the strategy of 'science and education promote the country', education becomes more and more important to the state development and society advancement, thus, management and inspiration to teachers also gets more and more recognition from the concerned people.When we survey the inspiration actuality to high school & elementary school teachers, we find many problems, they are mainly that: the degree of recognition is not enough, control and punishment is regarded but inspiration is ignored in all the aspects of management; the inspiration means are not built on the right and equal foundation; there are not a scientific and systemic evaluation system; the leaders always evaluate their staff with personal fondness or averseness; the evaluation methods are too rigid and simplex, and the methods are not able to adapt them to the demands of quality education.Taking Campus School of Shenyang as an example, the paper goes up from the basic theory of inspiration, combines the actual conditions, and analyzes the current inspiration resorts of the school. By finding out the main problems of the school, and taking the job of promotion the teachers work enthusiasm and education quality as the main aims, the paper redesigns a set of systemic and comprehensive inspiration methods. Through the improvement of scientific and all-around evaluation of teacher's work, implementation of MBO, redesign of the structural wage project, recognition of man-oriented management, the new methods provide a systemic and full-scale inspiration project for domestic skeleton teacher inspiration of primary education, thus, they provide favorable conditions for quality education from the way of teacher management, and further more, they provide fine reference for the teachers inspiration work's benign development of Shenyang City and Liaoning Province's high schools & elementary schools.
