Currently, the question of rural economy, rural development and rural demography has already become the center of our country's work. How to raise the peasants' living standard and how to realize the peasants' common enrichment and the countryside modernization are the main questions which the nation ponders. The solution of the question of rural economy, rural development and rural demography fundamentally relies on the development of the rural education, the improvement of the peasants' scientific and cultural quality. As for the development of the rural education, the distribution adjustment of the rural primary and middle schools offers a good turning point, which is the major policy of the party and the government designed to optimize the structure of the countryside basic education, reasonably dispose the rural education resources and further promote the reform and development of the rural compulsory education. The distribution adjustment of the rural primary and middle schools is in favor of the realization of the education development which is balanced, healthy and continuable, simultaneously provides the good foundation for the advancement of quality education and the education modernization.In recent years, local governments have carried on the structure adjustment of the distribution of the rural primary and middle schools in view of actual change of the rural education. The adjustment is good for optimizing disposition of the education resources , has effectively used the existing education resources and enhanced the efficiency of the investment and use of resources ,has promoted the rural education overall level, has improved the rural education quality and raised the countryside schools' implementation level of quality education. But at the same time, some problems have come into being in the procedure of the distribution adjustment, such as the safety hazard in the far distance of the students going to school, increasing the peasants' burden, the serious waste of the left-behind property of the consolidated school, increasing the teachers' work load and so on . These questions existing lie in the impropriety which the local authority understand, execute and implement the policy of the distribution adjustment of the rural primary and middle schools, the disposition of the left-behind assets which violates the prescript, the insufficiency of the investment in countryside compulsory education and the new teachers' personnel quota standard not conforming to the rural education reality. According to the above, the author proposes the countermeasure of solving the problems in the distribution adjustment of the rural primary and middle schools. Firstly, the left-behind assets of the consolidated school need to be reasonably handled. Secondly, the local government should enlarge the funds investment in the distribution adjustment of the rural primary and middle schools. Thirdly, the construction of the countryside boarding school should be strengthened. Fourthly, we should strengthen the construction of the teacher troop. Fifthly, the students' traffic safety problems must have been practically solved. Finally, we should further consummate the subsidizing system of the compulsory education stage and lighten the countryside family's burden.
