With the country attach the more importance to the question of rural economy, rural development and rural demography, rural education get the more attention, which is as improving the important channels to improving the peasants'scientific and cultural quality. The distribution adjustment of the rural primary and middle schools is the important parts of the reform and development of the rural compulsory education, which is good for optimize the rural educational structure, which is good for collocating educational resources rationally, at the same time, which promotes educational balanced development, which becomes the good basis to realize educational equality.The paper chooses Heilongjiang province as a problem to study, which is demonstrational study as chief study method, which combines the macroscopic analysis and microcosmic analysis of the distribution adjustment of the rural primary and middle schools of Heilongjiang province as chief study structure. Through study, the article summarizes the effect of the distribution adjustment of the rural primary and middle schools of Heilongjiang province and enlightening of the distribution adjustment of the rural primary and middle schools of sample country. We find the distribution adjustment of Heilongjiang province has a lot of problems, which is the serious waste of the left-behind property of the consolidated school, the teachers'work load over serious, increasing the peasants'bunden, the safety hazard in the distance of the students going to school, the worse management of the countryside boarding school and so on, and who analyzes the reasons of these problems. On this basis, the study put forward some measures to solve and improve the distribution adjustment of the rural primary and middle schools of Heilongjiang province: improve conscious of the distribution adjustment of the rural primary and middle schools; strengthen overall plans and supervise management work; need to be reasonably handled the left-behind assets of the consolidated school; carry forward educational management system reform of rural education; enlarge finance support of the distribution adjustment; strengthen the construction of the countryside boarding school.
