A Study On Problem Of The Distribution Adjustment Of Rural Primary And Middle Schools In Minority Concentrated Region

Along with the implementation of national family planning policy and the development of urbanization, the rural population structure and scale have been changed dramatically. As a result,rural schools began to appear the phenomenon of lack of students.The distribution adjustment of education is a method that can narrow the gap of city and countryside and promote the balanced development of compulsory education,finally benefit for social fairness.In this paper,the research is founded on the following theories:educational justice, educational equality and educational scale.The research background is the change of population structure and urbanization. forecasting not only the flow trend,but also the concentration of school-aged population in order to setting up school more scientific and reasonably.Urban educational supporting facilities must keep up with the pace of development of the city.In resent years,guangxi province attaches great importance to the structure of education layout adjustment,such as increasing financial input,improving the educational environment,optimizing the allocation of resources and so on.in these way, the balanced development of county education has made certain progress.But while the achievements,there are still many issues.Firstly,it is difficult to requisite educational land. Secondly,there exists big funding gap,school buildings shortage while much space is useless,thirdly,other problem like school management,campus’s safety,structure of teaching faculty and teacher treatment to be low become increasingly prominent.Last but not the least,after canceling and merging rural school,rural students have to go some distance further than before,which may cause lots of trouble and aggravate the burden of the parents.The cause of these issues is lack of scientific and rational planning and relevant policy guarantee mechanism.Adjusting minority concentrated region’s distribution structure of education should consider the social and natural environment,historical and cultural factors.Government departments need clearly define responsibilities,straighten the relation and consequently form a concerted effort to adjust distribution structure of education.Revitalizing the education resources,through various channels to raise educational funds,adjusting teacher’s selection,cultivation,utilization and retention,making use of the idle school space. Finally improving the management level of the boarding school and carrying forward the national characteristic education.
