| The transient population is the special community which appears in the process of our country's industrialization and urbanization. In particular after entering the 1990s, our country's transient population constantly grows in the scale, while the structure has also had the tremendous changes. One of the most remarkable structural changes is the family tendency of the transient population, thus the education problems of the transient population children have come into being.The transient population children refer to the young persons whose parents (both sides or either side) enter the city or go to the economically developed area to do business or work, so they follow the parents to enter the city, or cannot help but remain behind in the village. The problems they face mainly include the unequal opportunity educated and the poor quality of education, which will affect a generation of person's growth, also will be unfavorable to the popularization of our country's compulsory education and construction of the harmonious society. Therefore, paying attention to and solving the education problems of the transient population children is not only the objective request of speeding up the modernized process, but also the actual needs of promoting balanced development of the compulsory education and construction of the harmonious society.The education problems of the transient population children result from the dual society structure of our country and the system background of the dual education system, having profound system root. In recent years, although the governments highly pay attention to the education problems of the transient population children educated and produce a series of policies and regulations to safeguard the transient population children to accept the education fairly, the present situation of the transient population children educated is still not too optimistic. The basic reason of this are the question of the interests gaming in all levels of governments' financial responsibility division in the policy execution under the arrangement of the present compulsory education system.This article proceeds from the background produced of the education problems of the transient population children, and takes the compulsory educational system as a breakthrough point, to analyze the problems in the education of the transient population children and the reason why the problems produce, then puts forward the countermeasure of reforming the present compulsory educational system on this basis. This article regards the dual division of our country's present compulsory educational system in both urban and rural areas , the over decentralization of the educational fiscal system , the error of localizing financial responsibility in the education of the transient population children , the unscientific system of allocating funds in the compulsory education, the ossification of the education administration system and the inferiority of the education appraisal mechanism ,as the system root which the education problems of the transient population children produce. Therefore, the government should establish the integration of the compulsory educational system in both urban and rural areas , divide the financial responsibility of all levels of governments over again according to the boundary profits of the public goods, correctly localize the financial responsibility of the education of the transient population children education, and the central authorities and the provincial level government should take the primary responsibility for the compulsory education. Moreover, governments should make advisable administrant policy for the transient population children's school, and reform educational and administrant system in school for adapting to new change and requirement of the transient population children. Through comprehensive reform of the system, we can create the fair system for the education of the transient population children. |
