Researching About The Country's Bearing Governance

At present, the academic circle has studied some questions about the country governance from the different angles. Disregarding the scholars study the country governance from which angle, whose essence only understands the country and the peasants. These can make the government be unable to work out the policies blindly. The policies can be managed well; otherwise, the peasants may resist the government's policies and reduces the government's public confidence. But the thesis tries to research the country bearing child from the political sociology, observing the logic of the peasants' life in the country and the interactive relation between the peasants and the government, thereby, this may understand the rural politics and the social phenomenon deeply, and grasp the nature of the country governance.The thesis researches a case with the country bearing. The author thinks that the country bearing child governance shows the different characteristics in different historical period. The government carried out the different policies. At the same time, the peasants' bearing behavior changed. As the main country body, the peasants show very strong conservative behaviors about bearing.The thesis consist of five parts: The part I has been discussed mainly two developing courses about bearing, that is two stages of encouraging and controlling. The part II has discussed the relation of the birth control and governing the country bearing child and has discussed the gaming between the government and the peasants.The part III has discussed reforming the tax and fee effect bearing child. The part IV has been discussed the social base about bearing child. The author thinks that the peasants would like to baby-raising because of the social base. The part V has brought forward some countermeasures and has analyzed the developing trend about bearing child governance.
