The modern information technology needs to want truly to enter each quoin of the elementary education domain, it is insufficient that merely depends upon the information technology expert and the scholar. Every primary and secondary school teachers have to use modern information technology in the study and education practice to improve the capacity of information technology, to realize the integration of information technology and disciplines. Therefore, the attention of training for primary and secondary school teachers in information technology on the basis of their own experience and the quality of learning is very important, and the many "Imparting Programmed Knowledge" did not attach enough importance to the training mode.Action Learning is to learn, to share experiences, to solve problems creatively and to launch a four-way action. This method is flexible, open, and diverse. It continuously solves problems and continuously improves cycle. It emphasizes practical workers to think, to take the initiative to explore and to seek the help of new technology to solve the problem. This determines that it is easy to be accepted by the vast number of primary and secondary school teachers, it will be a very important process to promote information technology as a means of training for teachers and provide a new way of thinking.This research provides detailed report of primary and secondary school teachers in the past about inadequate training firstly, then provides the detailed analysis of philosophical foundation for action learning theory and situation of research and practice, after that it has profited from the former model of learning, teaching and training, produces "The center transforms Action Learning model ", it is a specific design for the application of the Action Learning in information technology training. This model then applied to training practice, try to provide effective basis to real application of Action learning in information technology training for primary and secondary school teachers.
