With the evolution of the curriculum reform and the development in curriculum research field, teacher's curriculum realization awakens, they become the curriculum controller. Teacher carry on the curriculum design using the curriculum resources is the trend in the curriculum reform. "Elementary Education Curriculum Reform Summary" also proposed that school and teacher should develop positively and reasonable use all kinds of curriculum resource inside and outside school. So, how should teacher use the school existing resources to design curriculum? Has one kind of curriculum form to be possible the very good atonement school curriculum insufficiency, also has the characteristic which simple and easy to operate?Under the background above, the paper first summarized the research correlated with mini-course, proved the necessity to develop mini-course in elementary and middle school from curriculum present situation and the teacher's curriculum realization awakening. Then, the author proposed the six step design pattern (i.e. M6) to reduce the difficulty in mini-course design, so that it is possible for every teacher to design the mini-course to meet their needs. According to this design pattern, the author developed two methods for mini-course development .to adapted to different school teaching condition and their demands .Aiming at the min-course development methods, the author cooperated with different school teachers ,carried out the application research about mini-course design and development, and finally carried on the track analysis to the application process, drawn the conclusion on the mini-course development in elementary and middle school.The paper finally summarized the influence that mini-course development bring on students achievement, teacher professional development, school expansion, and curriculum reform . It proved that mini-course is one kind of effective curriculum forms to make up for the existing school curriculum insufficiency from theory and practice two aspects.
