Study On The Evaluation Index System Of China Harmonious Society

Since the reform in China development gets into a key period, our party from building a comprehensive Well-off society and founding the overall situation of new situation of the cause of building socialism with Chinese characteristic to set out, puts forward spontaneously that construction harmonious society is an important mission. It will make people's crowd's basic benefits and wishes satisfied. After harmonious society are put forward, we must design a set of index system to evaluate comprehensively, this article launches study under this background.This article with Communist Party of China 16 sixth-time meeting spirits for point needle, from the angle with progress of the social history development, the concept evolution of harmonious society is elaborated. It is not only our country contemporary modernization construct target for we struggling, but also constant pursue to the harmonious society for thousands of years. This article takes the scientific connotation and basic characteristic of our country current construction harmonious society as the basis, in model and compare domestic, outside existing research results foundation, from the harmonious society material civilization, spiritual civilization, political civilization three aspects set out, establishes such a index system composing 35 indicators, describing the construction progress of harmonious society. And using existing, the statistics data announced publicly, according to the trend of domestic economy, social development, refering to international general standard and regression method, the limited target value of parts of indicators are established, which makes people have a struggling target to harmonious society. The overall appraisal of the whole county is conducted with the method of synthetic index, including the extent harmonious society has been built in China, time when the limited target of harmonious society will be realized in China with the current speeds and the rates of progress needed for each indicator to realize the limited target of harmonious society. Additionally, six representative cities from east, central, west region are selected, the statuses of harmonious society in each region in 2005 are compared by using with the method of fuzry integrative appraisal. Combining the result of quantitative analysis, some proposals are given in order to accelerate the process of China harmonious society. The most important one is the difficulty of construction harmonious society is in the village, the keystone is in the central, west region.
