Research On Comprehensive Evaluation Of Jiangsu Harmonious Society Based On Improved Scale System Of AHP

In 2000 the report of 16th National Congress of Communist Party of China (16th NCCPC)referred to "foster social harmony" as the important connotation of "all-round well-off society",then it was the CPC's Fourth Plenary Session of The Sixteenth Central Committee which putforward firstly and stated the science thesis of building socialistic harmonious society in 2004,furthermore Hu Jintao highly generalized the basic feature of harmonious society in 2005. It isnecessary to construct a scientific, systematical and practical index system for evaluating thegeneral situation of harmonious society and inspecting the building procedure. Five principles issummarized for constructing evaluation index system after the six features of harmonious societybeing comprehended and the method of constructing evaluation index system being researched,according to which the advantages and disadvantages of the existing index systems are analyzedand compared. Finally the evaluation index system for harmonious society of Jiangsu Province isestablished by enlarging the evaluation index system of the academy of social sciences becauseof its better accordance to the five principles above.The traditional scale system of AHP represented by precise numbers is not able to expresswell the fuzzy thinking reflected by fuzzy words, so a new improved scale system combiningwith the trapezoidal fuzzy numbers is put forward, which absorbs the principle of fuzzy sets,meanwhile two ways are presented to judge and adjust the consistency by referring to barycenterformula and those ways to the 1～9 scale system. Finally model of comprehensive evaluation isdescribed.The data is collected and rectified about Jiangsu harmonious society index system from2000 to 2005, and then it is standardized. The importance weights are figured out through thesetwo methods, trapezoidal fuzzy numbers scale system and 1～9 scale system, and then theadvantage of trapezoidal fuzzy numbers scale system is revealed by experts' judgment that thetrapezoidal fuzzy numbers scale system can describes their thinking in detail and more precisely.As a result of comprehensive evaluation many charts are compared and contrasted to find out theachievement and shortage about the building of Jiangsu harmonious society, and then proposaland countermeasure are put forward when reasons to these shortage are worked out, which willbe theory evidence or reference for the government to make efforts to building harmonioussociety practically and effectively.
