Training of primary and secondary school teachers is an effective measure to enhance the competence of primary and secondary school teachers. Under the background of the elementary educational reform, teachers'professionalism, the teacher educational reform, teachers'training is becoming a hotspot topic of the educational researchers and practitioners. Based on the practice of primary and secondary school teachers'training in Jiujiang, and mainly through the methodology of investigation, the paper attempts to conduct an in-depth demonstrative investigation into the current circumstances of the cost and effectiveness of primary and secondary school teachers'training in Jiujiang. Chiefly the primary and secondary school teachers, and the major leader of teachers'training base were subjected to the inquisition. We adopted the questionnaire and talking technique to collect data. As a result of the thorough analysis and discussion of all these first-hand data, with the documentary researching method, this paper puts forward some pertinent suggestions for the problems of the cost and effectiveness of primary and secondary school teachers'training.The paper is divided into 4 parts .The first part mainly interprets the concepts of the cost and effectiveness of primary and secondary school teachers'training.The second part introduces the process of the investigation and the talking technique, then introduces briefly the basic situation of primary and secondary school teachers'training in Jiujiang, analyzes the current situation and problems of the training cost, based on the investigation. At last, the paper analyzes the main causes of the problems of the cost. Such as: the low proportion of training funds to educational funds; lacking the institution to ensure teachers'training funds or deviate from the institution in process of carrying out; teachers'contradiction between learning and work ; the deviation from the teachers'scientific evaluation system at present; the low training effectiveness etc.The third part first analyzes the relation between cost and effectiveness theoretically, then analyzes the current training effectiveness situation and the main causes of low effectiveness. The author thinks the main reasons of low effectiveness are as follows: lacking the understanding of the importance of cost accounting and management; the restrains of the request-proxy institution and exam-oriented education; monopolists commercialize training; lacking the appraisal and management of the training organization.The fourth part proposes the corresponding suggestions to resolve the problems of cost and effectiveness of primary and secondary school teachers'training by analyzing the main causes: (一) to construct an ensuring mechanism of training funds by mainly depending on the governments to put into funds and collecting funds in some more ways;(二)to build a reasonable mechanism to share the teachers'training cost;(三)to strengthen the management of the training's time and funds;(四)to build the inspiring mechanism to make the teacher train;(五)to improve the training quality of the training organization and the standard of the trainers;(六)to let school-based training play a very important role in teachers'development;(七) to make use of IT and Internet Education to train teachers.
