China and South Korea are neighbors. The connection of their cultural and historical background makes the two countries closely bounded. In terms of the development of their higher education, both countries started at the same time. Hence they can learn from each other. However, the progress of two countries'higher education is rather different. South Korea is characterized by its speed of popularizing higher education, stability, organization and developmental mode.This paper aims to borrow and learn from South Korea's higher education on developmental process, mode, reforming issues. Studies on these aspects can give China guidelines to avoid ups and downs, and make Chinese way of developing higher education healthy and stable.Based on both close researches on the developmental mode of South Korea's higher education, and the availability of information from other countries, this paper has conducted careful experiment on China's higher education development by way of analyzing and classifying.In all, with the purpose of making China's higher education develop healthily and steadily, it's necessary to establish higher education developmental mode in accord with the domestic situation, and with regard to the other countries'successful modes and failing experiences.
