In recent years, although the government investment to education has been increasing according to the laws, limited education fee still can not fulfill the practical problems as schools balanced development, overall improvement of teaching stuff, inter-school resources allocation, etc. Meanwhile, the out-of-date education concept of some school leader, improper distribution policy, heavy pressure caused by high standard and criteria have caused the phenomenon of loss of talent, which, in some degree, influenced the further development of education. Based on the situation of Zhabei district, this article aims at changing the phenomenon of loss of premium teaching staff owing to relatively low salary, and put forwards some proposal and strategy on how to strengthen the management of the teaching staff from the angle of salary management. To certain extend, the research will have some practical significance for the continual development of the education career of Zhabei district. The paper adopts a method of hierarchical random sampling on this issue. In light of the demand which is put forward to strengthen our corps of teachers under fundamental education reform, we use a questionnaire to survey or examine the present situation and analyze the existing problems, especially the present situation of payment management, so as to reason out a practical solution. Meanwhile we hold symposium, among part of teachers where we can get original materials and bring the available data into the study in order to improve the feasible strategy. The main contents of the thesis can be summarized as follows:The first part discusses the significance of the research on payment management in middle school. Based on the 3 aspects of question, research methods and the significance of study, this part analyzes the education in ZhaBei District will be confronted with new opportunities and challenges as well as the new problems of the middle school teaching staff construction in ZhaBei, especially in payment management.The second part introduces the current situation of payment management. It analyzes the current state in the historical evolution, the major research achievement, the present payment management in middle school, the insufficiency of the present studies and so on. This is the theoretical preparation for the following research.The third part takes education system in Shanghai ZhaBei District as an example. Integrating analysis with questionnaire survey and personal conservation, theory and comparative study and searching the problems existing in payment management of middle school, we can find the real cause of the problems.The fourth part puts forward viable suggestions to the improvement of the payment management. According to development of education and teachers, It is necessary to take the acquired research results into account and act in accordance with the principal of payment management, and design a new reasonable system. To set up a new school payment mode, there is a need to innovate as well as improve the system persistently.The final part makes a conclusion of the discussion above. it is not sensible to exaggerate the encouraging function of payment management. In view of the background of the development of schools and teachers, payment management need to be put into the school management system so as to promote teachers'development and schools'construction.
