The prosperous development of social sport in China gives birth to a new social character—professional social sports instructor. The professional skill appraisal in Henan Province which began earlier in China and is on a large scale now, has achieved significant success. But meanwhile, the irregularity and inefficiency of the appraisal procedure hinders the sustainable development of the professional social sports instructors. This research intends to lay a theoretical base for the construction and development of the professional social sports instructor team in Henan Province in order to promote the National Fitness Program and contribute to the boom of Central Plains area in China.In accordance with the"theory–constructing, problem-finding, problem-solving''procedure, this research is conducted from the perspective of the theory of human management development and management to improve the exploitation and management of professional social sports instructors in Henan Province. The methods employed in the research include literature research, investigation, interview and case analysis.The professional social sports instructors, whose verification is based upon The Criterion, refer to those who get paid for their service of teaching sports skills, guiding body-building and organizing in the popular sports activity. The exploitation and management of the professional social sports instructors is the managerial process of the selection, utilization, training and reservation of the professional social sports instructors for the realization of social physical education and the optimization of the value of the professional social sports instructors.The selection of the professional social sports instructors consists of two aspects: the qualification selection and the utilization selection. In qualification selection, the criterion to abide by is ability and integrity; the principle to observe is appropriateness principle, competence principle, specialty principle and the optimization of the structure; the methods employed include preliminary filtration, written test filtration, interview filtration and role-playing. The utilization selection is composed of three facets: resource allocation, utilization stimulus and achievement management. The training aims to form the integral system of"vocational education- skills training- continued education". The principles of the training include objective principle, stimulus principle, diversity principle and result principle. The implementing process should be carried out in the following five steps: pre-training preparation, training, transformation of the fruit of training, evaluation and feedback. High social status, good payment, career attraction and emotional investment are main methods to reserve the team of the professional social sports instructors.The appraisal motivation of the professional social sports instructors in Henan Province is enrichment and interest. The appraisal involves mainly body-building, martial arts and swimming. The appraisal includes two parts: theoretical knowledge test and skill test. At present, the professional social sports instructors can not satisfy the requirement of the market in number. In addition, the age, diploma and occupation of the professional social sports instructors is also in chaos. The professional social sports instructors lack the initiative because they mainly teach at non-commercial places.Though the team construction of the professional social sports instructors in Henan province is in advance on scale nationally, there exist plenty of problems which are as follows: the irregularities in the appraisal procedure, the poor management of the examination, the distempered mechanism, the inefficiency, the faultiness of the vocational skills training, the lack of criteria in operating market, the over-frequent flow of the personnel.Confronted with the above-mentioned problems, this research concludes that the optimization of assessment model, the improvement of the appraisal quality, the strengthening of management, the upswing of efficiency, the perfection of training system, the enhancement of the personnel quality, the construction of stimulus mechanism and attractive working conditions are the measures for the exploitation and management of professional social sports instructors in Henan Province. |
