The rural compulsory education in western impoverished region is of vital importance. Among them, the problem of teacher staff becomes the "bottleneck" of western compulsory educational development.Having learnt from my own educational investigation and a series of reports, the problem of teacher staff of rural compulsory education in western impoverished region is serious. The primary aim of this paper is to make detailed inquires about it.The paper chooses Huan and Huachi town as a case to investigate the current situation of teacher staff who teach in the stage of compulsory education. This study carries on from two main aspects: one is what results in the teachers' quality to be low; the other is how the teachers' life condition is. The research findings about low teacher quality includes: 1) Teachers' status is not ideal; 2) The schools are being drained of their teachers; 3) The teachers constitutive flaw is serious; 4) Teachers' records of schooling are not equivalent to their faculty; 5) The teachers professional development condition is sorrow. The research also finds that the teachers' life condition is unsatisfactory: 1) The teachers' thought puzzles much and their life bears heavily; 2) The pressure of students' exam and entrance to a higher school is heavy; 3) Their work load is heavy, and so on.The paper further analyses and explains the above problems from the policy perspectives. It is addressed: 1) The most basic reason is that the former educational policies are inclined to cities; 2) Some policies about education and teacher do not conform to the actual situation of rural compulsory education; 3) There are many problems in the execution of educational policy; 4) There are many problems which are improperly handled and invalid in the formation and manipulation of regional educational policy; 5) Teacher status as the main body of educational policy is vacant. So, It is addressed in this paper that the problem existing in education policy is the important even the leading cause ,which leads to the problem of teacher staff of rural compulsory education in western impoverished region.The third part of this paper puts forward some countermeasures and suggestions based on the above analysis: 1) Must reconstruct fair education policy value, and make the education policy inclines to the rural and impoverished region; 2) Solve the problems existing in the execution of education policy; 3) Enhance the educational policy-performer's and the region educational policy-maker's quality; 4) Strengthen the formulation and execution of the region education policy; 5) Consider systematically several principles of the rural teacher staff construction; 6) Strengthen practically the measures which are adopted to construct rural teacher staff.At last, heartfeltly and earnestly hope, as soon as possible, that the true fair education policy's sunlight will shine the impoverished region, will shine each impoverished local rural teacher who teaches in the stage of compulsory education. | | Keywords/Search Tags: | impoverished region, rural, compulsory education, teacher staff, policy, education policy | PDF Full Text Request | Related items |
