During the 17 years since the founding of New China, the party and the people's government of Pingliang highly valued the education, ensured the right of the people to receive education, and promoted the education justice actively. With driving out the old and bringing in the new, Pingliang has set up the socialist education system. The education scale extended continuously, the teachers' level raised gradually, the condition improved incessantly and the ability of running school improved significantly. All this lays foundation for the further development of Pingliang's education. During this process, Pingliang's education also received setback while achieving a lot .Based on lots of materials ,this paper reviews the development condition of the basic education in Pingliang during the 17 years since the founding of New China, summarizes the local features in developing education and evaluates the process objectively.After the foundation of New China, the basic education development in Pingliang has its own cultural background, which mainly includes its natural condition and history, the general condition of education and people's demand for unbinding in culture along with their unbinding in politics and economy after the liberation.During the 17 years since the founding of New China, the basic education in Pingliang experienced three stages: First, the booming period which is characterized by steadiness from the foundation of new china to the counter- right movement in 1957 (1949.10—1957.6); Second, the setback period which is characterized by rash advance from 1957 to 1960(1957.7—1960); Third, the recovery and development period which is characterized by reorganizing from the initial period in 60's, 20th century to the Great Cultural Revolution (1961 -1966.5).During the 17 years since the founding of New China, Pingliang city tried different methods and accumulated rich experience while developing their basic education. These features was shown in six aspects: First, relying on one's own effort and working hard in spite of poor conditions is the basic principle for the impoverished area to develop education; Second, enhancing the teacher's social position and highly valuing the construction of the teacher group; Third, persisted walking with two legs and vigorously establishing the farming-and-studying primary school; Fourth, bringing the vital role of the hired teacher into full play in Pingliang's basic education development.; Fifth, innovating the teaching form and adopting the duplicate teaching; Sixth, attaching importance to use the basic education resources and advancing the development of society and education.Being practical and realistic, through analyzing the significance and the limitation of basic education in Pingliang in the 17 years since the founding of New China, the paper draws some conclusions which are expected to be a use for reference for developing education in northwest impoverished area, and solving northwest impoverished problem through developing education.
