"Practice & Synthesis Application", which is one of the four components of leaning domains, has been firstly put in the same level in the Mathematics Curriculum Standard. The implementation of "Practice & Synthesis Application" is directly related to the success of the new curriculum reform. Therefore, it will be especially important to know the present situation of implementation.The present situation can be mainly reflected in two aspects: (1) what teachers think about and how to teach the "Practice & Synthesis Application", (2) how students to engage in learning of "Practice & Synthesis Application". This paper studied the present situation from two aspects of teachers and students in elementary school in Chongqing by means of questionnaire, interview and observance in real class. Obtained the conclusions as follows: (1) In general, teachers hold positive attitude towards the "Practice & Synthesis Application", their views suits to the request of the Standard. But the teaching behavior of some teachers doesn't suit to some requests of the Standard, such as the interaction between teacher and student, the cooperative-learning. (2) Most of students are interested in the learning of "Practice & Synthesis Application" and glad to engage in the activities. But the cooperative-learning is not always effective, students can not prepare sufficiently before the lessons. In view of the above problems, there are many reasons such as the invalid support of experts, the insufficient exchange between teachers and the inadequate related resources. In order to promote the further implementation, we put forward some suggestions as follows: Firstly, experts and researchers should pay more attention to the practice of the teaching, and combine the theory with the practice. Secondly, trainers should investigate the demands of teachers before training. The training about teaching materials should pay more attention to the contents and lesson cases to improve the level of teaching. Finally, the teaching materials and related resources should be enriched. And teachers should communicate frequently.
