Innovation is coming from problems being put forward and ending in settlement. To some extent, the key to innovation is whether people can discover and advance the problems. Postgraduates' education is the highest level in our higher education. Cultivating the excellent researchers with innovation ability is the historical mission for postgraduate's department. In order to improve the postgraduates' research competence and innovation capacity, we should cultivate the problem awareness of postgraduates in scientific research, because problem awareness is the precondition of innovation.Due to the differences of research subjects, intentions, measures and functions between arts postgraduates and science postgraduates, arts postgraduates have their own particularity and significance in research. Thus, the author just takes the arts as an example and finds that the problem awareness of scientific research is usually weak through investigations and communications with arts postgraduates and their tutors. And plenty of them are empty of skeptical ideas and are absent to discover and advance problems. Besides the students themselves reasons, there are some other ones, such as the society, schools and families.On the guidance of research study theory and constructivism of study method, the paper just quotes the formers' research results and abroad experiences, and puts forward the detailed measures on how to cultivate the arts' scientific research problem awareness, strengthen the cognition of significance in problem awareness, and change the content and manner of entrance examination. It is necessity to foster the students' critical thought, provide the opportunities to practice doing research and solve these problems during the process. In addition, it's a wise method to improve students' research consciousness by academic salon and communications between postgraduates and tutors. In addition, the role of tutors should be changed from giving the fish to teaching how to catch it, and they should transfer the traditional teaching concepts and methods by congregation to group to congregation way. What's more, tutors should enhance their competence voluntarily, and exert the professoriate function adequately by enlarging the utility of finite resource and ameliorating the relationship between teachers and students.
