The way that building rule by law in rural community is still long. Those factors which lead to this state are many, and there are some factors connected with social transition in which, include the intimate between the peasants and law, the authority and reliability in the course of the law's running, the manufacture's mode and the level of social economy development, the relationship between the rules by law and the tradition culture.It is the precondition and foundation to build the rule by law and promote the rural community order turning to modern times and it is an important way to rebuild rural area order that bring up and enhance the peasants' law consciousness. Therefore, it is requisite to develop law's propagandizing activity which fit to the rural life and production practice; to teach peasants law knowledge and build the rural community law culture to bring up peasants law's faith; to keep the notarization and authority of the justice practice to ensure the law going well, through the course of law's running to bring up the peasants' law consciousness , to enhance the peasants' trust and faith level to the law, stand out peasants' main body status in the course of the law consciousness bringing up; to build the substance foundation for the rural community rules by law's building through the economy and social's development.
