A Research Of Resource Plight Of Searching A Job For "the Minimum Living Security" People

Since the beginning of reform and opening up, the urban social structure of China has undergone twice significant changes in feature: The first stage from 1978 to early 1990s, mainly to the separation of the state and society, and beginning divisive in social structure, in simple terms, differentiated from the general community to the changes in society; the second stage started in the mid-1990s, which is called the emergence of a new society by some scholars. During this period, performance is the accumulation of resources for the changing social structure, which is the social background of the formation of bipolar, and the social structure been divided toward fracture. Meanwhile, a new order is taking shape and the social life in a'Sicilian'. In this process of change, a major change that has occurred in the area of social life is the dissolution of a unit. On the macro level, the disintegration of a unit is the end of a way of social integration. Ending social units, and in specific, real life, the segregation of the laid-off state-owned enterprises.Laid off from state-owned enterprises has led to a community's concern. From the academic community, there is a voluminous study that aimed at the laid-off and unemployed people. Views are summed up as follows: Establish and improve a social security system; establish a complete training system; community support and so on; on the other hand, the government also gives more efforts, introduced various policy measures, established kinds of social security systems, organized various vocational trainings, and urged all relevant departments to make room for placement etc.However, the actual situation is not well. Neither the measures of government nor perspectives of scholars grasped the core of the problem. So the implementation of results don't turn out well, the problem is still on. During the July of 2005, our'Resources - exhausted Cities in the Economic Development of Social Infrastructure Reconstruction Group'has taken a deeply survey in the city of Yichun, Songyuan and Fushun. The results of that survey prove the facts mentioned above. We took a depth discussion with the government of"Labor and Social Security Bureau"and other departmental functions for the residents. According to the results of the interviews with the cases of'the Minimum Living Security'people who are local and the questionnaires, we found,"the Minimum Living Security"People in the process of re-employment of resources to support the existence of the dilemma. Such is the plight of resources whose reason is the structural characteristics and distribution system caused by the path. So, how to solute the"the Minimum Living Security"People's resource difficulties, need to take a further thought and exploration.At first, I pointed out"the Minimum Living Security"People in the searching process macroeconomic environment, who are in the searching process and the reform of state-owned enterprises, faced with the dual pressure of resource depletion in the resources - exhausted cities in Northeast of China. Then I reviewed the traditional theoretical and empirical research about the inspection job. Profiles can be divided into two categories together:Constructivism is a theory of the job-study,construction of a job through the theoretical study ; The other is a more common application of the policy-oriented research,through investigation and study some relevant policies. The traditional theory of job:The theoretical perspective of Relations and Choice; and the other is the application of policy-oriented research. Then, I presented a theoretical framework for this research: restrictions of the resources which are embedded in the social structure. Perspective study pointed out that the two ideas has something in common -- Job seekers can use the resources and support. Job seekers use various means, and access to resources and support in order to get a better job.The thesis also reviews"the Minimum Living Security"People needed further study traditional crowd, and use the data of Fushun,"the Minimum Living Security"People have the answer to the characteristics and occupational distribution of the resources. And finally the relatively low volume of resources make"the Minimum Living Security"People in the job get caught in a predicament. Lack of resources and support, it will be very hard for them to find an ideal job, only to settle for low-income options——Low-demand, low limits of the temporary work done by sponging.This thesis has the resources to continue on the path of structural distribution system and initiate discussions on two perspectives, put forward the structural assumption that the social resources, economic and human resources in the transformation process. The rate of'the Minimum Living Security"People's transform is lower than any other classes and other factors path dependence. From the perspective of path dependence, the thesis first reviews on a path dependency theory, then, after the breakup of the unit, the unit of resource allocation -- the power and means to institutionalize the informal means, not vanish, and the resource allocation process is still in the community playing an important role.Finally, based on the above analysis, this thesis forms some conclusions and makes recommendations: First, establish streamlined type of community, that is the function of simplification, which is difficult to make some of the unnecessary separation of functions; Second, continue to improve the social security system; Third, harmonize the conflict between the systems; Fourth, to explore the giff-gaff in the neighborhood space further.Of course, there are also some shortcomings in this thesis, that is, in spite of the assumption that the structural resources, the data do not fully support this article, whose reason may be the use of the data analysis methods. Moreover, the plight of job-seekers living in the crowd, we have just pointed out a possible factor, and there may be more variable. Also the research on the mentality of'the Minimum Living Security'People not much involved in the study, which also depends on further academic thinking.
