In this period characterized by tough competition, opportunities and challenges, it is one of the essentials that whether a state owns a great many high-level talents, which will directly determine whether a state can be dominant in the mainstream of technological economy of twenty-first century. Actually, educating more high-level talents is also the purpose of higher education. Higher education, not only in economic development and the position of a state in the economic competition but also to the healthy development of society, culture and civilization, is becoming more and more important all over the world.In the process of making out the eleventh five-year plan , the central committee of Chinese Communist Party presents the suggestions that the state prosperous strategy in means of education and high-level talents should be strictly carried out for the sake of strong country , and deeply reforming education system as well as speeding up the pace of adjustment on education structure should be implemented in order to compose a well environment for propelling the quality education in whole society. In the past twenty years, the reform of education system always trails the development of whole society. Presently, the higher education in our country is still in the prosperous development stage, thus, many aspects are not suitable for the development of economy, society and especially, for the progress and innovation of technology. In 1980s, on the background of expanding higher education, the financial crisis emerged in almost every country. Because of these crises, professor D. Bruce Johnston, the American famous educational economist, initiated the theory of cost share and compensation of higher education. In this theory, higher education is divided into three categories: the cost of teaching, the cost of students'living and the income they abandoned. Based on the principle that the payment should be beard by the benefit persons, appreciate fee should be required to the students for the sake of compensating some teaching cost. At the same time, imbursement is necessary for the poor college students. According to this theory, the cost of higher education, whatever, in any society, any system and country should be beard by government, parents, students, taxpayers and universities.Based on this theory and the reforming experience of other countries, our state, generally, changes the phase of free charge of receiving higher education, implemented from 1949 to 1984, to students'partly paying for the cost of higher education in 1995.Recently,the discussion of industrializing and marketing higher education is becoming more and more vigorous. Under the circumstance that the finance of universities is stringent, while the spending on education is continuously increasing and more and more poor persons are unable to pay for receiving higher education, how to reform the higher education system and further development are cast to the spotlight. In this thesis, the viewpoint that it is necessary to deeply research the reform of higher education system in the sight of resident's ability to bear the economic burden of higher education is raised. Then the function and rule of government in the higher education is analyzed and assessed, meanwhile, the resident's economic burden is quantitatively analyzed and evaluated. Finally the analysis and comments on the reform of higher education, positive and negative, is presented.Initially, the meaning of cost share of higher education is explained and relative principle theories as well as their values for application are given. On the basis of relative research on theories, combining the real reform situation of universities in our country and the changes of education policies and laws in different stages, review is proceeded systematically to the development process of higher education plus the present situation of higher education in other developing and developed countries.Secondly, the supply and demand of higher education is analyzed by means of the economy principle of higher education systematic reform and the reference of recent relative data of higher education in our country. By collecting present education realities, problems are found. Then, a series of indexes are sorted out. Meanwhile, the development volume and speed are analyzed systematically and integrally , and the changes of main investment share of higher education in our country as well as the analysis of the ratio changes in the financial appropriate founds to the higher education is carried out in terms of these indexes . Finally, problems are raised when the swift development of higher education in our country is presented positively.In succession, the ability of resident's paying for higher education is comparatively assessed in line with the real data of recent years, quantitatively and qualitatively. Then, the payment index of higher education is raised and by utilizing this index, systematical assessment of the changes in the resident's higher education expense and the actual influence of the rise of expense on higher education to the residents are carried out. Finally, the influencing factors to the expense index are also examined and analyzed.Eventually, the achievement and confronting problems of higher education development are summarized according to the real case analysis. Under the full consideration of state power and synthesized ability plus the ability for the residents to pay for the higher education in our country, the suggestions are raised and presented to the reform of higher education in our country.
