Presently, the universities of the whole country are carrying out a new round of management system reform with the personnel reform as its focal point. The reform introduces incentive mechanism to encourage the competition. The popular form of the reform is to adopt Teacher's Engagement System. However, the inadequate performance evaluation system for Chinese university teachers has severely set back the development of China's universities. Consequently, it's urgent to improve and perfect the performance evaluation system in China's universities under an engagement system.The paper introduces the meaning and connotation of the university teachers'performance evaluation under the engagement system. Based on the analysis of current situation of university teachers'performance evaluation, and taking the actual situation of university teachers into consideration, referring to the relevant research by others on teacher's assessment, assessment system, and assessment methodology, and adopting qualitative and quantitative methods, the paper establishes a university teachers'performance evaluation index system, and points out a guideline for evaluation entities, cycle, implementation and tutoring. The paper is of some realistic significance.
