Bullying is a special aggressive behavior that usually happens in the schools. During the course of growing and developing of the youth, bullying behavior is harm to the victims' body and soul. The students who are bullied for a long time could be disappointed, lonely, upset-minded, hate school, unexplained failing grades ,,hurt others or suicide; while the bullies also could have violence behavior toward others or family members after growing up. Therefore, psychologists and educators around the world numerously focus on the bullying problems. As we all know, America is developed country in economy, politics, culture, but the bullying, violence crime and juvenile delinquency among the school become malignant tumor of developing proceedings in American society increasingly, so American government; carried out a lot of effective practical research and explored in the theory field, and gained some experiments and effects. This research based on the considerable documents mainly analyzes the forms of bullying behavior, harmfulness and reason in junior/middle schools, and introduces American educators' research achievements on dealing with the bullying events. These American worthy policies and practices are worthful for us to learn. Consequently, we should establish special regulations to prevent and deal with school bullying on the basis of present educational laws . It is necessary for us to constitute a legal protective system to keep school safe, in the meanwhile, it is important to clarify separately the responsibility, principles and procedures of our government, society and school, which can resolve school bullying thoroughly and ensure the school safety.
