The tuition of colleges and universities has been the focus of the public because of its increasing in recent years. Many experts believe that the current tuition is on the normal level but others debate that the tuition is beyond what people can afford. Now the educational costs of universities become the focus because the tuition fee is formulated based on the educational cost. It's a pity that there are no authoritative data about educational cost. The paper's target is to explore the difference been university A and B's inner management system by through calculating the educational costs and comparing the two costs.The definition of educational cost is: what the university spend on amounts of students in types, excluding opportunity cost. The period of culturing cost is set as a year of the Gregorian calendar.The comparison method is applied in this paper, so the paper has to select two universities which have the identity and comparability. University A and B are located in the City N, and they share the same circumstance, similar changes of history, similar elements of students and comparable scale of school. The paper tries to prove that the two universities are comparable through listing many proofs when there are no two identical universities.After demonstrating the reasons, the paper figures up the educational cost by using rough estimation. Firstly, the paper make the hypothesis after analyzing the theory basis of checking educational cost, the hypothesis contain the educational cost of every year within four years are equal, the cost of different major are equal, the different types of students can be converted and the spending educational resources are essential. Secondly, the paper eliminates some texts and figures up the costs, the educational cost of university A is 12007.6 yuan/person in 2004, and university B 's educational cost is 10791.16 yuan/person in 2004.In the 5th chapter, the two universities' comparison are conducted.The paper finds out that educational cost of university A is higher than university B by comparing the sum of educational cost, the cost of eliminating the capital assets, pupil-teacher ratio and the capital assets, public spend of university etc.There are four reasons resulting in such differences between educational cost of university A and university B. The first reason is that the two universities have different characters, there are engineering courses in university A but literal arts and business science in university B. The Second reason is that the two universities have different teacher staff. The pupil-teacher ratio of university A is similar with university B, but there exists big gap between the pupil-administrator ratio in university A and university B, which leads to university A spend more resources on administrator and management. The third reason is the two universities have different sources of expenditure. University A is afforded by government, which make he has no motion to adopt a measure to decease the educational cost. Most of University B's expenditure depends on the tuition, so university B has to try his best to culture the eligible students by less investment in order to attract more students ,which can guarantee the nice circulation. The last reason is the two universities have different management system.From comparing the two universities' educational cost, the paper shows that the university can decease the educational cost by improve the inner management of university.
