The tradition theory of faculty management in Secondary Vocational and Technological School, looking the management of individuals as controlling and restrainning of individuals, oppress and kill the development of individuals. This theory of faculty management in Secondary Vocational and Technological School ignored the importance of individuals, disadvantaged the development of individuals and the innovation of education. Starting from the shortcomings of the traditional theory of faculty management, I advance the idea of teacher's independent management. The papers build on the base of the theories of humanism, which lay stress on the subjectivity and pursue all-round develogment of individuals.That should fully arouse the teachers'initiative and creativity in their work. The papers through investigation, present situation analyses and rational thinking, and reveal the meaning, characteristics, significances and indemnity mechanism of the Self-governing of teacher in secondary Vocational and Technological Schools. The eventual aim of administering the Self-governing of teacher in secondary Vocational and Technological Schools is emancipating individuals and developing individuals, thus realize the goals of school and individuals.
