Research On Ningbo Higher Education Development

In 1999,The China Communist Party and Central Government, State Department promulgates"Deepened Education Reforms Comprehensive Advancement Education for all-around development Decision"and the Ministry of Education with the State Council puts forward"face the 21st century Educations Promotion Motion Plan"explicitly to propose that, our country's higher education matriculation rate achieves 15% in 2010. Afterwards, the higher education has experienced a developing time.Since 1999 the national college"expanded incurs", the Zhejiang Province Ningbo city higher education scale has developed rapidly, in 2002 the higher education matriculation rate achieves 15% for the first time, cuts off in 2005, the matriculation rate achieves 42%, realizes the historicity development, then has formed own unique pattern. However, during the development, the Ningbo higher education system had some new questions which has caused social and government's high attention. The paper bases in the case research of Ningbo higher education massification, through reviews the Ningbo higher education development course historically and analyzes the present situation, affirms its development, and scientific analyzes the question which existed on the development; Through summarizing the idea and the strategy of the Ningbo higher education development pattern, sums up the development experience; Through using the overseas developed countries'models for reference, inspire the Ningbo higher education practice, and learning from the domestic advanced cities'higher education development experience, obtains some enlightenment and determine further developing way. Through constructing the Ningbo higher education developing theory and combine with the practice, set up the developing principle; Finally, puts forward the corresponding countermeasure and proposal for Ningbo higher education continuing development in how to make Ningbo higher education developing well.
