The advantages of utilizing information and media technology to carry out distance education have been attracting an ever-increasing attention in establishing the life-long educational system, enlarging the educational scale and speeding up the exploitation of labor forces and constructing a learning-dominating social environment in rural area. In distance education, the construction of teaching resources and follow-up learning services are recognized the two keys. According to the forms of distance education that exist in rural area of Shanxi, the study probes and establishes the system for designing, developing, utilizing and evaluating the construction of distance education and teaching resources in rural area of Shanxi in terms of the requirements of farmers'education, the integration of teaching resources, the design and utilization of management systems of distance education and teaching resources, and the construction and evaluation of teaching resources. It points out that in rural area of Shanxi, the educational demand presents such characteristics as high potentials, diversifies contents, high selectivity and elasticity of follow-up teach service choices, the construction of education and teaching resources should have"modernity","pertinences"and"localized characters", and take the road integrating resource stratification and technical standardization; the integration of modern distance and teaching resources should take the strategy of planning in a united manner, analyzing the currently-existing resources , overcoming the resource partition among different sectors, exploiting the resources systematically and efficiently; the bank of the resources should consist of four parts, resource management and exploitation system, resource construction system, resource integration systems, information security system, and has a tiered structure and a website-like model; TQC should be adopted the evaluation model of the construction of distance education and teaching resources in rural of Shanxi, and the types of the model include diagnostic evaluation, Formative evaluation and terminal evaluation. The evaluation system of the model should include goal-indicator system, resource-index system, and process system. The above results will provide the theoretical basis for the construction of distance education and teaching resources and farmers'education and training, and be of high practicality significance in sustainable development of modern distance education in rural area of Shanxi.
