Small class education has become a new current in the present development of fundamental education of China. There have been many experiments of small class education reform in various regions of China and many experiences and achievements have been made from them. On the basis of expounding basic knowledge on small class education, through information research, book reading and summary of practices, this paper defines the concept of small class education. It briefly introduces the shrinking classes and promoting small class education in developed countries like the United States as well as its reference meaning to the fundamental education reform of China. It demonstrates in theory the necessity and possibility of having small class education in China.Through comprehensive research and summary, with the comparative method and experience summary method as research methods, this paper demonstrates how the three urban center schools implement small class education with their respective features on the basis of learning and referring and the combination of local economics and education situation. It introduces the three major models of urban small class education and tries to figure out the theoretical principals and practices in local education strategy during the implementation of small class education. It also demonstrates the advantages and achievements of small class education through comparative experiments and statistics. Meanwhile, it also points out the problems existing in the implementation of small class education in the city. With the analysis of the local development of education and the education laws and policies of China, it does research into the effective countermeasures and puts forward new ways and conceptions of the development small class education in the city. This paper is of theoretical value and practice guide meaning to the promotion of quality education of China, because it is also providing valuable suggestions and measures for other developing regions which is undergoing or will undergo the small class education experiment.
