Starting 1990s, some economically-developed coastal provinces in China like Guangdong, Zhejiang and Jiangsu have advocated education goals such as "building an educationally developed province" and "education modernization". They have vigorously pushed for these goals, and made considerable achievements in education. This trend seems inevitable. Citing Guangdong as an example, this article attempts to address why this trend arises and how this trend evolves as well as the achievements and remaining issues, so as to probe into the feasibility, necessity and limitations of this trend, and also to propose a solution to these deficiencies.The first part mainly treats of the theories and basis that underlie the necessity of turning Guangdong into an educationally-strong province. The second part sets out the philosophy of "growing educationally strong", and then makes a theoretical analysis. The third part showcases the educational developments in Guangdong since it launched the project of "building an educationally-strong province". The fourth part discusses the issues relating to this project. The fifth part argues that it is still imperative to step further toward the goal of building an educationally-strong province. The last part delves into the limitations on the initiative of building an educationally-strong province, and further sets forth an approach to educational development.
