2020 is the ending year that our country have to achieve precise poverty alleviation and development of education in "13th Five-Year Plan".To promote the integration of urban and rural compulsory education reform and development was placed in an important position.With the continuous improvement of the modernization of national governance capacity,actively mobilizing social forces,and giving full play to the role of NPOs to participate in the provision of educational services are conducive to achieve the goal of balanced development of compulsory education.This study takes Dahua County of Guangxi as a case study.The survey found that many NPOs have participated in the development of compulsory education by carrying out a variety of student projects.In this study,we summarize the general situation of the NPOs' student aid program,investigate the reason of the student aid,sum up the path of participation and analyze the benefit of participation.To explore the problems in the process of the participation of NPOs: the problem of insufficient endowment funds,free grassroots organizations,the extensive study of precision,loose organization and management,the concentration of funds and the lag of laws and regulations.The reasons for the fund-raising channels are single,funding fragmentation,the lack of professionals,internal management is not strong,the lack of co-ordination,the concept of the government has not changed,etc.Finally,this study is based on the theory of public governance of education,the theory of NPOs evaluation and the theory of voluntary failure.From the government level,put forward countermeasures to improve the NPOs in the rural compulsory education level and the social public organization level,improve NPOs benefits,in order to provide the reference suggestion to achieve a balanced development of urban and rural compulsory education.
