Whatever method it takes, the purpose of training is to promote the performance of trainees while utilizing the most limit time and recourses As a on-line training, the rule objective is to improve the performance for target audience. Therefore, how to evaluate the result of the on-line training base on the performance is the key item for on-line training.This thesis defined the circumscription of performance based evaluation for on-line training and analyzed the methods of performance assessment. Then it designed the process of performance appraisal for on-line training as per the Kirkpatrick's 4 level model. The experimental study is conduct at the Development of Educational Technology Literacy for National Teachers (ET) on-line training. The thesis designed the evaluation platform for ET on-line training and tracked the changes of the trainees during on-line training. At last the thesis summarized and assessed the effect of performance based evaluation for on-line training.
