As our higher education from elite education to the universal education, colleges’expanding scale and quantity and quality of the contradictions are becoming moreoutstanding, and universal education will inevitably bring about the quality problem.Recently, the university education quality and efficiency become more and moreattention, and has been focused by the government, the educational and community.The methods of quality and efficiency,directly influence a school in the institutionallevel. in this situation, an urgent need for higher secondary schools through theperformance assessment to determine the institute’s efficiency standards andimproving and optimizing the school sponsoring work to achieve the overalloptimized within the schools and fortune, and other resources reasonable allocation ofschool education, scale, structure, quality and efficiency of the coordinateddevelopment and improve the overall level of the school to school.The study of the university is College at the Departmental Level of university,butdoes not contain an independent schools. the first is to set higher secondary schoolperformance of such comprehensive assessment content related to the second;secondary is to analyze school performance evaluations the historical evolution、statusand performance evaluations of the characteristics and problems; And choose thenumber of different types of efforts to develop secondary college or university forstudy and evaluation of appraisal target system, evaluation and assessment proceduresand applying the results of evaluations in several fields, analysis different types of theuniversity of the characteristics and performance evaluations;Again, Because theinstitute of history, between the development of strategic goals and institutionalstrengths and institutional level are differentiated. hence, this article in the design ofquestionnaires will be different, the university is divided into three type collages:teaching collage、teaching and researching collage and researching collage. Weinquire the performance evaluations related problems from experts, we analysis thedata and the factors influence the college of different types of school level, finally,we represent that how to improve the secondary school existed problem.
