| Non-governmental education has a long history in China. Since open and reform policy was carried out, none-governmental schools have become integral parts of socialist education.Due to the weak ground of development, the difference of administration and fierce competition in the market, the subsistence and development of non-governmental education have been influenced greatly. Under the specific social surroundings, the modes of private education development present various characters, meeting various demands made by the people. Faced with the different problems, the private education developments have been restricted in many aspects in the last twenty years. Considering the outer conditions, it includes system problems and unequal policy treatment. As for the inner condition, non-governmental education also has some serious problems such as education aim, administrative levels, which hinder its healthy and rapid development.Despite the difficulties, non-governmental education has entered the standard roadway with the system innovation. The outstanding trademark is the introduction of the Act on non-governmental education promotion. The rapid economic development and per capita income promotion create the fine economic conditions. With reference to experience in education development in developed countries, to improve the current situation, the government should carry out the policy of treating properly without discrimination towards public and none-governmental education.
