Since the founding of Inner Mongolia Autonomous Region and especially during the new times of the opening and reforming, the nationality education causes have contributed much to the economic development and social advance of the Autonomous Region. However, the developmental level of the nationality education, especially the educational development of the schoolteaching in Mongolian language in the high schools and primary schools, does not adapt to the demand of the socialist market economic system.This dissertation is done by using the approaches like the literature analysis, statistic analysis, and analytical induction etc. First of all, the dissertation reviews the historical development of the schoolteaching in Mongolian language in the high schools and primary schools in the four phases from the founding of the Autonomous Region to now. The four phases are, from the founding of the Autonomous Region to before the Cultural Revolution, the Cultural Revolution period, from the beginning of the opening and reforming to the proposing of setting up the socialist economic system, and from the beginning of the socialist economic system to the further development period of the socialist economic system. This part also induces and summarizes the historical evolutionand development and finds out some disciplinary rules. Second, this research analyzes some prominent problems existing currently in the development of the schoolteaching in Mongolian language in the high schools and primary schools. That is, the number is decreasing of the common Mongolian high school and primary school students who study their mother language and the number is less than half of the whole; the number of the full-time teachers in Mongolian language schoolteaching is relatively superfluous. This research analyzes and discusses these problems theoretically. Then, this study puts forward several proposals to advance the future development of the Mongolian language schoolteaching in high and primary schools in Inner Mongolia. Four proposals are presented here: (1) to create and carry out a series of special policies and measures is the key to the development of the Mongolian language schoolteaching in high and primary schools; (2) to continue to strengthen the training to the principals and the teachers. (3) to further improve the administering levels and school running qualities of the nationality schools and therefore to set up the lifetime education and pluralistic cultural ideas and thus to advance the three-language schoolteaching in the nationality high and primary schools; and (4) to actively advance the modernization of the nationality education and thus to realize the spanned development of the nationality education.This research attempts to enrich the nationality education theoriesand therefore to serve for the healthy development of the Mongolian schoolteaching in the high and primary schools, to serve for the transmitting and inheriting of the Mongolian culture and to serve for the prosperity of the Autonomous Region.
