The emphasis of the paper is how to measure and evaluate the students' level of learning competencies. Learning competencies can be divided into several areas, each of which has different layers from lower level to higher level based on the outcomes of students' action. The competency has the properties of layer, extent and speed. The differences of the three properties decide the level of competency. The behaviorisms consider that the change of students' behavior can be the standard to judge the level of competencies of students. So the verbs which can imply the behavior of student can qualify the range, deepness and extent of their learning actions. The verbs can let the students show the different behaviors, so they can be the standard to judge the learning competency's level. The paper confirms the meaning of the learning competency, especially the competencies which can be assessed in the university entrance examination and establishes the standards of learning competencies based on the idea of Anderson.According to above research, the current writer investigates how to design the test to measure and evaluate the level of learning competencies. The investigations include the principles of the design of test questions, the materials which are selected for the design of the test questions, the types of test questions, the strategies of the design of the test questions and the language used to design the test. In the end, the author makes some examples of test questions and analyses them according the idea of this paper.
