| There is a wide recognition that education is becoming an increasingly important determinant of living standards. Countries and individuals without access to the skills and knowledge made available by education will fall further and further behind and suffer from poverty in this increasingly knowledge-intensive global economy. This has led to an emphasis on the essential part a sound basic education plays in laying the foundation for the whole edifice of education. The preamble to the World Declaration on Education for All posits that basic education is more than an end in itself. It is the foundation for lifelong learning and human development on which countries may build, systematically, further levels and types of education and training. The importance attached to basic education has resulted in the fact that in most countries basic education is compulsory by law, which means that it is the citizen's legal obligation to receive it. It's not true of basic education itself at all.China is a developing country with the largest population, and the largest number of poor people. Spiritual and cultural construction doesn't keep pace with her economic development. Education, basic education in her rural areas in particular, goes its heavy steps on the far way. There is a belief that Chinese people's poor education has resulted from her poor economy and that money is the problem. It's not that simple at all. Anyhow, it's a must to take effective and immediate measures to solve those problems. |
