The institute of education maintains its status as a self-governing specialist college of the University of London. It celebrated centenary of foundation in the academic year 2002.So the study on the development of institute of education can project the tracts of the development of England teacher education, reflect the characteristics of England higher education, and contributing to the studies on the related organizations in China.Based on the synthesis of literature and concerning researches, the first part describes the main study problem and the framework.The second part is an exploration on the centenary history of institute of education. It focuses on characteristics of the social background and development in different times, and studies the super leader in every stage.The third part brings the statement of mission and overall strategic objective, establishing sub-strategies in nine aspects. To this end, it analyses the plans and priorities of schools and units for the next five years. Besides, it also analyses the strategies supporting mechanisms.The forth part refers to the quality assurances system of education in England. The evaluation system considers and reviews the mechanisms and structures used in institute of education. It analyses the institutional audit and research assessment exercise which are carried out using a process developed by Quality Assurance Agency and Higher Education Funding Council in order to study the function of evaluation.The fifth part analyses the characteristics of development of institute of education in two aspects: one is from strategies objectives and the other is from quality assurances. In the end, it discovers that the development of institute of education has a clear strategies objectives system which owns four characteristics of need, clarity, complexity, quality and practicality of the program; in the mean while, the quality assurances of institute of education are institutional, which can monitor, assure, promote and enhance their academic quality and standards.The sixth part focuses on the discussion of the dilemmas on the role of the leader and the teacher. Then, it comes to conclusions that can contribute to the development of teacher education in China.
