Secondary vocational education is an important part of our national education system.The overall quality of secondary vocational education has an important and fundamentalinfluence on raising nation quality, increasing national industrial strength and building of astrong human resources country. To further develop vocational training and accelerate thetraining of skilled personnel, Ministry of Human Resources and Social Security carried outthe experimental work of integrated class education in medium occupation demonstrationcolleges in recent years. Therefore, the standardization, informatization and modernization oftechnician institute have been promoted greatly. However, in the progress of teachingInnovation, it has become an important research content that how to improve and perfect theeducation quality management system and how to build a suitable teaching monitoringsystem.Based on the theory of educational, system science and quality management, this articlestudied the activation about the teaching monitoring in quality management system from theangle of the process control. The literature research, comparative studies and survey researchwere used in this article. In the background of the integrated class education reform inmedium occupation demonstration colleges, we analyzed the current situation of teachingmonitoring in technician institute, and proposed the "fragmental" problem on the process ofteaching monitoring from the goal setting, content area, methods and organization structure.Then the root causes of this problem were analyzed from different aspect such as conception,direction and method. Then a new teaching monitoring system,"whole proceeding" teachingmonitoring, has been raised. The definition of "whole proceeding" teaching monitoring wasdefined from the concept of meaning, range of content, indicator system and safeguards. Inthis system, the key factors of teaching monitoring were turned to covering the whole process,service takes precedence, development oriented, tracking and feedback, fusion target. In"whole proceeding" teaching monitoring system, the micro parts of teaching (such asrequirements, plans, implementations, and feedbacks) in macroscopic teaching processes(targets, securities, estimations and effects) were formed as a closed-feedback loop. After all,we designed the implementation process and the method of ’whole proceeding’ teachingmonitoring based on the situation of XAC Technician Institute.This thesis is intended to research and improve the teaching monitoring method intechnician institute under the ISO9001quality management system. Refer to the experiencedintegrated teaching system and modern education management factors, this paper analyzed and consummated the factors in teaching monitoring, then a whole-process educationmonitoring system is created. This system not only covered the former education managementfactors but also to meet the vocational education reform of new times. This is a beneficialexploration and practice for improving the education management work which could meet itsown characteristic and regulation of technician institute.
