Independent institute is a new school mode of higher education, which is promoted by the popularization tide of higher education and grows in accordance with the pluralism of higher education .Since it emerged in Zhejiang and Jiangsu provinces in 1999, it has developed vigorously. Now it has become a hot spot of the higher education reform and there are more than 300 institutes in 29 cities all around China. It's the innovation and development of higher education. It has provided a new idea for developing and using the education resources reasonably and effectively. Its emergency alleviates the shortage of higher education resources and impulses greatly on reformation of higher education. As the developing of this new mode, it also gradually emerges some problems, for example, the property right is unclear, the orientation of running the school is unclear and so on. All of these problems show the shortage that its teaching quality is difficult to be guaranteed. More attention is paid to the teaching quality problems. Teaching quality is not only the key to the development of institute, but also the fundament of the institute's sustaining development. It relates to the survival of the institute in future. How to enhance the level of teaching quality and ensure it is needed to be seriously. it is meaningful for the development of independent institutes themselves and also the development of higher education.Therefore, the paper takes the teaching quality management of independent institutes as the research thesis. Combined with the development of community colleges abroad, it analyzes the problems and factors that affect the teaching process. Then it proposes correlative advices about how to improve the teaching quality from the view of teaching quality control. The article is divided into three parts. Firstly, it expatiated the concept of independent institutes, and then summarizes the independent institute's status, characteristics and prospects .The second part fully analyzed the status, problems and factors that influence the teaching quality combined with the development, status and inspiration of American community colleges. The third part proposed the system construction and measures on how to enhance the teaching quality based on some aspects, such as the teaching devotion, training orientation, teachers, students, monitoring and evaluation system.
